Caroline Behringer is a communications and public affairs strategist with experience in senior-level positions on Capitol Hill, national political campaigns, the administration, globally-recognized non-profits, and the private sector.
Prior to her role as the founder of CB Strategies, where she advises national and global campaigns and advocacy organizations, Caroline was a senior advisor and spokesperson for House Democratic Leader Nancy Pelosi, House Ways & Means Committee Ranking Democrat Sander Levin, the U.S. EPA, and President Obama’s Presidential Inaugural Committee.
Caroline has experience working on multiple electoral campaigns, including as a press secretary for President Obama’s reelection campaign in the key battleground state of Virginia, an advisor to Hillary Clinton’s presidential campaign in Michigan, and a senior advisor to a congressional race to unseat a Republican in Virginia’s 10th district. In the 2022 midterm elections, Caroline led a team of 20 consultants and strategists that helped more than 40 Democrats running for state legislative office in Arizona, Michigan and Pennsylvania win their races, flipping control of the state houses in Michigan and Pennsylvania.
Through the consulting firm she founded, CB Strategies, Caroline has advised a number of national and international nonprofits, political candidates, global investment firms, as well as two Fortune 500 companies.
Specializing in public affairs, strategic communications, and executive positioning, Caroline has helped her clients pass policies and influence change by positioning themselves in the middle of the fight and building the relationships with reporters and other stakeholders needed to win.
While she considers Washington, D.C. home, Caroline grew up in the U.S. Virgin Islands, attended high school in Doha, Qatar, and now lives in Amsterdam, the Netherlands, where she spends her free time biking around the city with her partner Colin and their dog Blue.

Our Work
To counter growing threats to democracy in the 2022 midterm elections, Caroline partnered with BerlinRosen and clients democracyFIRST and the Pro-Democracy Campaign to support pro-democracy candidates up and down the ballot. Our targeted outreach led to placements in more than 20 leading national outlets including The Washington Post, MSNBC’s Rachel Maddow and Politico, and supported the victories of pro-democracy candidates in key positions across the country. The coverage also highlighted democracy as a leading issue for voters in the election.

Leading into the high-profile congressional January 6th hearings, Caroline led a months-long effort on behalf of BerlinRosen, the Center for American Progress Action Fund and the Not Above the Law Coalition to elevate the work of the January 6th Select Committee. We deployed diverse validators–including former Senator Doug Jones and former Georgia Republican elector Baoky Vu–to shape coverage of the hearings and engage the press about the importance of the committee’s work. Through bi-monthly Politico-Playbook-style newsletters sent to national political journalists and bimonthly “talkers” sent to political commentators, we shaped key narratives about the committee’s work.
